CE marking for construction products is a European marking by which the manufacturer declares that the performance of a product has been assessed in accordance with the applicable harmonised technical specifications and that the product complies with the relevant obligations under the Construction Products Regulation (CPR).

CE marking is not a general quality mark. It does, however, provide a harmonised basis for assessing, comparing and placing construction products on the European internal market.

About CE marking

For construction products, CE marking is governed by the European Construction Products Regulation. This Regulation determines the conditions under which a manufacturer draws up a declaration of performance or a declaration of performance and conformity and affixes the CE marking.

BCCA is a European notified certification body with notification number 0749. Within the scope of its notification, BCCA carries out the tasks assigned to notified bodies under the Construction Products Regulation. BCCA is notified for a wide range of harmonised standards and European Assessment Documents (EADs).

Depending on the applicable assessment and verification system, BCCA may, among other things:

  • issue product certificates for systems 1 and 1+;
  • issue certificates for factory production control for system 2+;
  • perform other assessment or verification tasks where provided for by the regulations.

The manufacturer remains responsible for drawing up the required declaration and for affixing the CE marking. Where required, BCCA issues the certificates or reports that support the manufacturer in fulfilling its legal obligations.

The transition to CPR-2024

The European Construction Products Regulation has been revised. Regulation (EU) 2024/3110 gradually replaces Regulation (EU) No 305/2011. The new Regulation partially entered into force on 7 January 2025; most provisions apply from 8 January 2026. The transition is phased and depends, among other things, on the publication and application of new harmonised standards.

During the transition period, existing harmonised technical specifications and obligations under Regulation (EU) No 305/2011 remain relevant. The two regulatory frameworks will therefore coexist for a long transition period.

What changes under the new Construction Products Regulation?

Regulation (EU) 2024/3110 introduces new obligations for manufacturers, including the declaration of performance and conformity, further digitalisation of product information, and new points of attention relating to safety, environmental and climate-related characteristics.

Key developments include:

  • the transition from the declaration of performance to the declaration of performance and conformity for products falling under the new framework;
  • the introduction of the digital product passport (DPP), once this becomes available through the applicable system;
  • increased attention to environmental and climate-related product characteristics;
  • amended assessment and verification systems, including the introduction of system 3+ for the control of environmental sustainability assessments.

The specific obligations differ by product family and will apply in phases once the relevant harmonised technical specifications, implementing acts or delegated acts are available.

Sustainable construction within the European regulatory framework

The Construction Products Regulation 2024 (CPR-2024) is part of a broader European framework for more sustainable, energy-efficient and better-documented buildings and construction products. Initiatives such as the Ecodesign for Sustainable Products Regulation (ESPR), the Energy Performance of Buildings Directive (EPBD) and the Smart Readiness Indicator (SRI) also place additional emphasis on circularity, energy performance, digitalisation, product information and smart buildings.

For construction products, this means that performance, conformity and relevant environmental and climate-related characteristics will increasingly need to be assessed, declared and made digitally available, insofar as required by the applicable regulations.
